Nowra Co-Living Proposal Targets Affordable Rental Housing

Sabra Company Pty Ltd has submitted plans for a co-living housing development at 8 Hyam Street, Nowra. Lodged in July 2024, the Development Application (DA) seeks Shoalhaven City Council’s approval to demolish the existing structures and build a four-storey co-living complex.

Development Overview

The proposed development aims to meet the demand for affordable rental housing in Nowra. It includes 120 private rooms, communal areas, and parking facilities for 60 cars, 24 motorbikes, and 78 bicycles. Each private room offers self-contained amenities, such as a bathroom, kitchenette, wardrobe, double bed, and balcony. Moreover, residents will benefit from in-room washing machines and dryers, removing the need for communal laundry spaces.

Standing at 15.8m, the building exceeds the 11m statutory height limit outlined in the Shoalhaven Local Environmental Plan 2014. To address this, the developer has submitted a Clause 4.6 exception, explaining why the height variation is appropriate for the area.

The development will also include landscaped communal spaces at ground level and shared living areas on each floor. Sustainable design initiatives, such as energy-efficient lighting, water-saving fixtures, and low-maintenance landscaping, have been incorporated to align with modern environmental standards.

Located at the corner of Hyam Street and Colyer Avenue, the 3,277m² site lies in a well-connected area. It is within walking distance of Shoalhaven District Memorial Hospital, public transport options, and various shops and recreational facilities. The area features a mix of single-storey houses, multi-dwelling residences, and healthcare buildings.

This strategic location makes the site suitable for affordable housing. The proximity to employment hubs like HMAS Albatross and the South Coast Correctional Centre further enhances its value as a co-living facility.

Statutory Considerations

The Housing SEPP permits co-living developments in zones where residential flat buildings are allowed. While the building’s height exceeds local planning standards, the developer has justified this variation by pointing to the area’s evolving urban character. The ongoing hospital expansion nearby also supports a shift towards denser development.

The proposal adheres to key Housing SEPP standards, such as providing adequate communal spaces, parking, and accessibility. Additionally, a traffic and parking assessment confirms that the development will not significantly impact local traffic and parking availability.

Community and Environmental Impact

This development aims to enhance Nowra’s housing options while supporting local businesses and services. By providing affordable rental accommodation close to employment and transport hubs, it meets a critical community need.

A social impact assessment highlights the benefits of the project, including increased housing diversity and economic stimulation.
