Frank Vickery Village Eyes Major Seniors Housing Uplift in Sylvania

A major rezoning and redevelopment is planned for Frank Vickery Village in Sylvania, with the project now progressing to the Environmental Impact Statement (EIS) stage. Wesley Mission is seeking to transform the 5.7-hectare site from low to high density, paving the way for a significant uplift in seniors housing supply.

If approved, the project would deliver 518 new dwellings across eight buildings, including 333 independent living units and a 94-bed residential care facility. Community facilities are also planned, aiming to support a growing ageing population in the Sutherland Shire.

The proposal involves a substantial increase in building height and floor space ratio, reflecting the shift from R2 to R4 zoning. Despite the scale, the design must address heritage, flood, noise, and overshadowing constraints, as well as water management challenges.

With an estimated cost of $350 million, the project represents one of the largest aged care redevelopments in the region.
