UPG 121 Pty Ltd has received approval for a $32 million multi-dwelling development at 25 Rubidea Street, Box Hill. Initially lodged with The Hills Shire Council on 4 August 2023, the project was approved on 13 November 2024. Built by The Bathla Group, the development will introduce 95 four-bedroom townhouses, providing additional residential options in Box Hill.

Project Overview

The development will feature 95 townhouses, each with four bedrooms, a rooftop terrace, and tandem parking spaces. Designed by Bathla, the townhouses will be arranged in rows connected by a central green space. This layout aims to create a vibrant, green environment, improving both aesthetics and functionality.

The new townhouses will replace the current rural residential properties on the site. Located within the North West Priority Growth Area, the project supports the area’s goal of creating new housing close to hubs such as Rouse Hill and Norwest Business Park. Since the site is zoned R3 for Medium Density Residential, multi-dwelling developments like this one are well-suited to the area.

Key Features of the Development

This development will include several features to meet the needs of residents while complying with local planning guidelines:

  • Height and Building Standards: The design adheres to the 14-metre height limit, ensuring it blends with nearby developments.
  • Private Open Space: Each townhouse includes private outdoor areas, and the site overall provides 30% soft landscaping—exceeding the required 15%.
  • Car Parking: The site provides 194 resident parking spaces plus 22 visitor spaces, offering convenient off-street parking.

Along with private spaces, the development includes a large communal area with landscaped green spaces. This design encourages passive recreation and offers greenery and seating, creating an inviting atmosphere for residents.

Reasons for Approval

The Hills Shire Council approved the project after carefully evaluating its alignment with zoning, design, and community needs. Here are the main reasons for the approval:

    Since the site’s R3 zoning allows for medium-density housing, this project fits well within zoning goals to meet community housing needs. It provides housing options for residents in a medium-density setting.

    The plan includes ample off-street parking, with dedicated spaces for residents and visitors. Furthermore, the internal road network complies with council requirements, ensuring safe access throughout the site.

    During the public notification period, the proposal received no objections, reflecting positive community acceptance. Its location near transport routes and employment hubs, including Rouse Hill Town Centre and Norwest Business Park, also aligns with local housing needs. Additionally, the project provides housing options close to schools, shopping, and public transport.
