A major $260 million mixed-use development is in the works for Kellyville, proposed by Kellyville Investments No.1 Pty Ltd. Submitted to The Hills Shire Council on 25 October 2024, the development aims to transform 301 and 301B Samantha Riley Drive into a bustling hub of residential units, retail spaces, childcare facilities, and green public areas. Situated close to Kellyville Metro Station, the proposed project is designed to meet the needs of a growing community while promoting public transit accessibility and urban renewal.
About the Proposal
The development plans feature six new buildings ranging from 10 to 25 storeys, offering 826 residential units and a mix of ground-floor retail and community spaces. Currently vacant, the site is envisioned to become a dynamic mixed-use precinct. Highlights of the proposal include:
- Residential: A diverse mix of 1, 2, and 3-bedroom apartments across six towers, including townhouse-style units on the ground floors of certain buildings to create an active, welcoming street presence. The towers are arranged to optimise sunlight and minimise shadowing, offering residents a blend of privacy and community interaction.
- Commercial and Community Spaces: Ground-floor retail spaces and a café totalling over 1,000 square metres, alongside a childcare centre designed for 100 children.
- Public Domain and Green Spaces: The development features two central plazas—the Green Plaza and the Civic Plaza—designed to encourage community engagement with landscaped walkways, seating, and play areas.
A new public plaza and through-site pedestrian pathways from Samantha Riley Drive are included in the design to link residential and retail spaces with the Kellyville Metro Station, supporting foot traffic and creating a lively, transit-oriented community hub.
Parking and Access
The proposal includes a three-level basement with 985 parking spaces, designed to serve residents, visitors, and customers of the retail spaces. The site will also provide 30 bicycle parking spaces, promoting sustainable transport options.
Development Details
This $260 million project requires a Clause 4.6 Variation to The Hills Shire LEP, as some proposed building heights exceed local planning limits. Additional roadways along the site’s eastern and western boundaries are part of the proposal, providing enhanced site access. Once complete, the development is expected to contribute significantly to the area’s growth goals by delivering much-needed residential and community facilities, alongside improved access to public transport.
