A $184.6 million mixed-use development in the City of Sydney has been approved, allowing for two residential towers above a commercial and retail podium in the northern precinct of the Waterloo Metro Quarter.
The State Significant Development application covers detailed design, construction and operation of the towers, which will deliver 314 dwellings on a 5,100 sqm site adjacent to Sydney Metro Waterloo Station. The project includes 12.4% affordable housing, to be managed in perpetuity, in line with Sydney LEP requirements for the precinct.
The approved scheme provides a gross floor area of 32,517 sqm and applies a 3.5:1 floor space ratio. The site was previously zoned for commercial use and was amended to predominantly residential use under a prior concept approval.

Public domain works form part of the approval, including the delivery of Raglan Walk, a publicly accessible walkway connecting Raglan Street and Cope Street Plaza. The project is expected to generate 579 construction jobs and 297 ongoing operational roles.
The design was supported by the State Design Review Panel and is subject to a design excellence strategy.
