$109.6m Corrimal Coke Works development approved

A $109.6 million residential development at 27 Railway Street, Corrimal, has been approved under the State Significant Development (SSD) pathway, delivering 207 apartments across four buildings on part of the former Corrimal Coke Works site.

The development forms Stage 2A of the broader 18.2-hectare urban renewal precinct and occupies a 12,905-square-metre site adjoining Corrimal Railway Station.

The approved scheme comprises 150 market apartments and 57 affordable housing dwellings, with the affordable housing component consolidated within Building 2.2. This represents approximately 27.5% of the overall apartment yield.

The affordable housing building includes three studios, 26 one-bedroom and 28 two-bedroom apartments. The remaining three buildings accommodate a mix of one-, two- and three-bedroom dwellings.

The development has a total gross floor area of approximately 20,249 square metres, with building heights ranging from 14.8 to 21.7 metres. Parking is provided through single-level basement areas beneath the buildings.

The affordable housing component incorporates obligations arising from an existing Voluntary Planning Agreement with Wollongong City Council, as well as the in-fill affordable housing and Transport Oriented Development provisions of the Housing SEPP. Different affordable housing retention requirements apply across the approved dwellings, including some provided in perpetuity.

The proposal was exhibited from 17 February to 16 March 2026. The Department received four public submissions, comprising two objections and two in support, alongside submissions and advice from government agencies and Wollongong City Council.

Key matters considered during assessment included building height, heritage impacts, overshadowing of the proposed Southern Park, traffic and parking, and the delivery of public infrastructure.

Following the assessment process, the Department imposed conditions requiring changes to the upper-level balconies and façade treatment of Building 2.2 to address visual impacts on the heritage-listed former Coke Works structures. Conditions also require additional setbacks to upper-level apartments in Building 2.4 to address overshadowing of Southern Park.

The development was approved on 2 October 2026 by the Director, Housing Delivery Assessments, acting as the Minister for Planning’s delegate.
