A $75.6 million Landcom affordable housing development has been approved at Roy Watts Road, Glenfield, allowing construction of 120 apartments within the emerging Glenfield West precinct.

The State Significant Development comprises a part seven- and part eight-storey residential building on a 3,436 sqm site around 370 metres from Glenfield Station. All 120 apartments will be provided as affordable housing, with a mix of 52 one-bedroom, 56 two-bedroom and 12 three-bedroom dwellings.

The building will provide 9,647 sqm of gross floor area at an FSR of 2.81:1 and reach a maximum height of 27.2 metres. Parking includes 61 car spaces, 34 bicycle spaces and two motorcycle spaces, while 965 sqm of communal open space and 1,045 sqm of landscaped area are proposed.

The development forms part of Landcom’s wider Glenfield West precinct, where a concept and Stage 1 approval was granted in November 2025 for new roads, development lots, open space, drainage infrastructure and subdivision. That approval identified the subject site, Lot 12, for an eight-storey residential building with a maximum FSR of 3.14:1. Site preparation, servicing and public domain works across the broader precinct have already commenced.

The project is also progressing alongside a broader rezoning of Glenfield West. The planning proposal seeks to increase housing capacity across the precinct from 3,964 to 5,200 dwellings and increase affordable housing requirements, although the Department’s assessment notes that the rezoning does not alter the specific height or FSR controls applying to this site.

Landcom has indicated the affordable housing will be owned and managed by a registered community housing provider. The Department’s assessment states that at least 5% of the residential GFA is required to remain affordable for the life of the development under the Campbelltown LEP, while conditions require the broader development to be managed as affordable housing by a community housing provider for a minimum of 15 years.

The application attracted no objections during public exhibition. The Department received three public submissions, comprising two in support and one comment, while Campbelltown City Council lodged a submission supporting the proposal and six government agencies provided advice. Issues raised through the exhibition included parking, traffic capacity on Roy Watts Road, social infrastructure and housing for essential workers.

Landcom is the applicant and Hill Thalis Architecture + Urban Projects prepared the architectural design. GLN Planning prepared the Environmental Impact Statement. The project is expected to support 98 construction jobs and nine ongoing operational roles, with construction proposed to commence in 2027 and finish in 2029.

SSD-100271209 was approved on 25 September 2026 under delegation by the Director, Social and Diverse Housing Assessments.
