A State Significant Development application for the redevelopment of the Shelbourne Hotel at 200–202 Sussex Street, Sydney, has entered public exhibition, proposing a new hotel tower above the existing heritage building.
The proposal includes the refurbishment of the Shelbourne Hotel and construction of an approximately 79-metre tower, with the overall development reaching 26 storeys. The new tower would provide 140 hotel rooms, together with a hotel lobby, outdoor terrace and rooftop bar.
The development would have a total gross floor area of 4,178 square metres, comprising 3,238 square metres of hotel space, 829 square metres of pub, restaurant and function space, and 111 square metres of office and end-of-trip facilities.
The existing Shelbourne Hotel would be retained and refurbished, including restoration of its heritage façades. The lower levels would continue to accommodate the pub, along with a restaurant and two levels of function space with a combined maximum capacity of 950 patrons. A new outdoor deck is also proposed along Market Street.

No on-site car parking is proposed, with vehicle access from Sussex Street retained for servicing and loading. Five bicycle spaces and end-of-trip facilities would also be provided.
The project is expected to generate 245 construction jobs and 80 operational jobs.
The development is being assessed as State Significant Development because the site is within the Darling Harbour State Significant Development area and the estimated development cost exceeds $10 million. The EIS does not state the precise development cost, with an Estimated Cost of Development Report provided separately.
The application has been lodged by Towncorp Pty Ltd and Addenbrooke Pty Ltd, with the architectural design prepared by Bates Smart.
