A $147.5 million seniors housing development proposing 140 independent living units on the western edge of Chatswood CBD has entered public exhibition.
The State Significant Development application relates to 754 Pacific Highway, around 450 metres’ walk from Chatswood Train and Metro Station. The 2,185 sqm site is currently occupied by a four-storey commercial building, which would be demolished to make way for the development.
The proposal comprises a 25-storey building, including a three-storey podium and 22-storey residential tower. Commercial and retail uses, ancillary health services and assisted living units would occupy the lower levels, with residential amenities including an indoor pool also incorporated into the podium. Above, the tower would accommodate 140 independent living units.
Fourteen one-bedroom apartments would be provided as affordable seniors housing, representing 10% of all dwellings. The apartments would be managed by Evolve Housing for 15 years and would have the same access to communal facilities as other residents.

The proposal is accompanied by a concurrent rezoning seeking a substantial increase in the site’s development controls. The existing E3 Productivity Support zoning would be retained, with shop-top housing continuing as an additional permitted use, while the maximum height would increase from 12 metres to RL 200, or approximately 99 metres, and the FSR from 2:1 to 9.2:1.
Overall, the development would provide 20,098 sqm of gross floor area. Five basement levels would accommodate 202 car spaces, including 44 accessible spaces, together with bicycle and motorcycle parking. Plans also include 556 sqm of communal open space and 157 sqm of deep soil planting.
The project is expected to generate 417 construction jobs and 20 ongoing operational jobs.
Buchan is the architect, with Gyde Consulting leading the planning application for Delhij Pty Ltd and Imaldi Pty Ltd. Evolve Housing is the nominated community housing provider for the affordable component.
