134-Bed Seniors Housing Proposal to Replace Beecroft House

A $64.65 million plan to redevelop a prominent Beecroft site into a 134-bed residential aged care facility is now on public exhibition, representing one of the largest recent seniors housing proposals in Hornsby Shire. The project, lodged as State Significant Development (SSD-86878982), would replace the existing 77-bed Beecroft House with a new three-storey facility. A key feature is the relocation of a heritage-listed Federation cottage within the Beecroft-Cheltenham Conservation Area. The proposal’s scale, heritage context, and the challenge of balancing modern care needs with neighbourhood character are set to shape the planning debate.

Redevelopment Scope

The 7,911sqm site at 132-134 Beecroft Road is earmarked for a three-storey building, reaching a maximum height of 9.55 metres to rooftop equipment. The design includes 134 beds and 7,893sqm of gross floor area, with amenities such as a café, gym, cinema, and communal spaces. A basement would provide 55 car spaces and an ambulance bay, accessed from Beecroft Road. The plan retains 29 trees, removes 9, and introduces 49 new trees, targeting 28.9% canopy cover.

Rising Demand for Seniors Housing

Thompson Health Care, the proponent, maintains that the current facility has exceeded its serviceable life. The combined site, they argue, presents a rare opportunity to address urgent demand for seniors housing in Hornsby Shire. The Environmental Impact Statement (EIS) cites local and national data showing a rapidly ageing population and a critical shortfall in aged care beds. Occupancy rates are at five-year highs, and waitlists for care packages remain significant.

Planning Controls and Zoning

The site currently accommodates a 77-bed aged care facility and a single-storey cottage, both owned by Thompson Health Care No. 2 Holdings Pty Ltd. Acquisition of the neighbouring lot enabled the current redevelopment vision. Zoned R2 Low Density Residential under the Hornsby LEP 2013, the site would normally prohibit seniors housing. However, the State Environmental Planning Policy (Housing) 2021 overrides this restriction, making the development permissible with consent. The proposal complies with the Housing SEPP’s floor space ratio (0.99:1) and height (9.55m) controls.

Heritage Relocation and Conservation

Relocating the Federation cottage, a contributory item in the Beecroft-Cheltenham Conservation Area, is central to the heritage challenge. The plan involves moving the cottage 20 metres forward on the site, repurposing it for resident use and integrating it into new landscaping. Heritage consultants Weir Phillips argue this approach aligns with the varied setbacks along Beecroft Road and will not diminish the cottage’s significance or its garden setting. The EIS acknowledges that the new facility’s larger scale will impact the conservation area, but claims the design is consistent with other large buildings nearby. The acceptability of this intervention in a sensitive heritage context will be closely examined.

Public Exhibition and Next Steps

The application is currently on public exhibition with the Department of Planning, Housing and Infrastructure. Submissions from the community, council, and agencies will inform the Department’s assessment before any decision is made.
