North Sydney $158m Mixed-Use Project Seeks Rezoning

A $158 million mixed-use housing proposal for 5 Blue Street, North Sydney, is now on exhibition, seeking approval for a 14-storey adaptive reuse of an existing commercial building.

The State Significant Development application proposes 148 dwellings, including 86 affordable co-living units to be managed by a community housing provider in perpetuity. The remaining 62 dwellings are market residential apartments, with ground floor retail and residential lobbies, and two basement levels for car parking.

The project includes 14,402 sqm of gross floor area on a 3,051 sqm site, as well as public domain and landscaping works to enhance Blue Street Plaza. The building would reach 116 metres in height.

A key planning issue is permissibility: residential accommodation is currently prohibited under the site’s E2 Commercial Centre zoning. The application seeks to rezone the site to MU1 Mixed Use to allow the proposed residential and mixed-use outcomes.

The proposal also includes upgrades to local services and infrastructure. The application estimates 130 construction jobs and 12 ongoing operational roles.
