A $87.1 million in-fill affordable housing development at 2-16 Spencer Street, Rose Bay has been approved, allowing for a nine-storey residential building with 54 apartments. The project replaces existing buildings and includes three basement levels for parking and services.
The approved scheme delivers 13 affordable dwellings, representing 15% of the total, to be managed by a community housing provider for at least 15 years. The apartment mix comprises 24 two-bedroom, 29 three-bedroom, and one four-bedroom unit.
The development provides 7,972 sqm of gross floor area on a 2,787 sqm site, with 110 car spaces and 66 bicycle spaces. Associated works include earthworks, landscaping, and stormwater management.
The site is zoned R3 Medium Density Residential, where the use is permissible with consent. The approved building height is 28.6 metres across nine storeys. The project is classified as State Significant Development under the Planning Systems SEPP due to its cost and affordable housing component.
The application attracted 61 submissions during exhibition, with 60 objections and one in support. The Department determined the application on 29 June 2026.
