89-apartment Lindfield development approved

An $80.6 million residential development at 2–4 Woodside Avenue and 1–3 Reid Street, Lindfield, has been approved under the State Significant Development (SSD) pathway.

The nine-storey development, lodged by CPDM Pty Ltd, comprises 89 apartments across a 3,853-square-metre site approximately 300 metres north of Lindfield Railway Station.

The approved apartment mix includes six one-bedroom, 31 two-bedroom, 50 three-bedroom and two four-bedroom dwellings. Of the 89 apartments, 17 will be provided as affordable housing, representing approximately 19% of the total.

The affordable housing component comprises 14 dwellings to be managed as affordable housing for a minimum of 15 years under the in-fill affordable housing provisions, together with three dwellings required to remain affordable in perpetuity under the Transport Oriented Development (TOD) provisions. EchoRealty is identified as the community housing provider.

The development has a gross floor area of approximately 11,741 square metres and a proposed floor space ratio of 3.05:1. The approved building height reaches 30.15 metres, including rooftop elements exceeding the applicable 28.6-metre height standard by up to 1.55 metres.

The scheme includes 118 car parking spaces, 99 bicycle parking spaces and approximately 983 square metres of communal open space distributed between ground-level and rooftop areas. Landscaping includes the retention of 11 existing trees and the planting of 29 new trees.

The application was exhibited between 1 and 28 May 2025. The Department received 80 public submissions, comprising 74 objections, five submissions in support and one providing comment. Ku-ring-gai Council also lodged an objection.

Following exhibition and subsequent assessment, the proposal was amended to reduce its overall building height and gross floor area, increase separation from the eastern boundary, revise apartment layouts and parking arrangements, and incorporate additional flood mitigation measures. The number of affordable housing apartments was reduced from 23 in the exhibited proposal to 17 in the approved scheme.

The Department’s assessment considered matters including built form, landscaping, residential amenity, traffic, flooding and stormwater management. It concluded that the proposal was acceptable subject to conditions, including requirements relating to flood protection and stormwater infrastructure.

Development consent was granted on 6 October 2026 by the Executive Director, Housing and Key Sites Assessment, acting as the Minister for Planning’s delegate.
