The Housing Delivery Authority (HDA) has reviewed 28 applications under the Housing Delivery Authority State Significant Development (SSD) Criteria, a framework established in December 2024. These applications were assessed based on their alignment with state planning priorities, their ability to provide housing quickly, and their overall significance in addressing housing needs in New South Wales.
At a briefing held on 7 February 2025, the HDA made the following determinations:
- 12 applications were recommended to be declared State Significant Developments (SSD).
- 5 applications were already under an existing SSD pathway and will be monitored by the HDA.
- 8 applications were not recommended for SSD status.
- 3 applications were deferred for further information.
Key Decisions and Recommendations
Approved SSD Applications
The following applications were recommended for SSD status due to their alignment with state priorities:
- 85-91 Thomas Street, Parramatta (Gyde Consulting)
- A 120-unit residential development including affordable housing.
- Noted as a major residential project meeting SSD criteria.
- 1 King Street, Canada Bay (Ethos Urban)
- A 1,400-unit residential development on isolated industrial land near transport hubs.
- Recognised for its potential to transform underutilised land into housing.
- 881-885 Bourke Street, Waterloo (Coronation)
- A 96-unit build-to-rent (BTR) development with affordable housing and ground-floor commercial space.
- Approved for SSD due to its prime location and alignment with state housing goals.
- 724-730 Victoria Road, Ryde (Planning & Co)
- A 600-unit mixed-use project including affordable housing and essential worker accommodation.
- Recognised as state significant due to its scale and impact.
- 282-298 & 302-304 Lawrence Hargrave Drive, Thirroul (Gyde Consulting)
- SSD status deferred pending further information from the applicant.
- 93 Bridge Street, Westmead (Ray Nolan)
- A 500-unit infill affordable housing project.
- 184 Fifth Avenue, Austral (Creative Vision Corp)
- A 400-unit residential project, with significant work required for Environmental Impact Statement (EIS) preparation.
- 230 Rickard Road & 257 Bringelly Road, Leppington (Creative Vision Corp)
- A 410-unit mixed-use project, including commercial premises, childcare facilities, and affordable housing.
- 23 Kiora Road & 2-6 Willock Avenue, Miranda (Ethos Urban)
- A 116-unit mixed-use project incorporating a community facility.
- 213 Bringelly Road, Leppington (Five Star Scaffolding)
- A 382-unit affordable housing development, with substantial merit assessment required.
Applications Not Recommended for SSD
Several applications did not meet the Housing Delivery Authority SSD Criteria, mainly due to location challenges, infrastructure constraints, or assessment difficulties:

- Did not meet environmental or location criteria.

- Did not align with fast-tracked assessment requirements and lacked affordable housing commitments.

- Failed to meet access to transport and environmental criteria.

- Lacked infrastructure for timely housing delivery.

- Major infrastructure challenges preventing timely housing delivery.
- 42/110-116 Bourke Road, Alexandria (Belvoir Property)
- Located within a broader industrial precinct, making rezoning infeasible within project timelines.
- 1A-1F Homebush Bay Drive & 410 Concord Road, Homebush (Billbergia)
- Required broader planning considerations for precinct-wide changes.
Deferred Applications
Some applications were deferred pending further clarification:

- Requires confirmation of withdrawal from Land and Environment Court proceedings.

Next Steps
The HDA has provided its recommendations to the Minister for Planning and Public Spaces for final approval. Projects that achieve SSD status will proceed to further assessment, while those not recommended may seek alternative planning pathways through local councils.
This process forms part of NSW’s broader housing strategy, which aims to accelerate housing supply, increase affordability, and streamline major developments through state-level assessment mechanisms.

I am enquiring about this application. As a resident of Thirroul we have had many lengthy meetings, completed the survey through Urban Talk and our local council opposing this development, as it was deemed not suitable for our area.
I am just wondering whether or not residents’ will we have any input into the decision making process made by the Housing Delivery Authority?

At this stage, the application has not been classified as a State Significant Development (SSD) by the Housing Delivery Authority (HDA). Right now, it’s on hold while the applicant provides more information.
The HDA does not assess or approve developments—its role is to coordinate housing projects, but the final decision is made elsewhere.
If the project is classified as an SSD, it will be assessed by the NSW Department of Planning, Housing and Infrastructure (DPHI). There will be formal opportunities for public feedback, and depending on the project’s scale, the final decision will be made by either the Minister for Planning or the Independent Planning Commission (IPC).
