Liverpool CBD to See New 15-Storey Affordable Housing Development

Madrid Capital Pty Ltd has lodged a new proposal for a residential development in Liverpool. The application, submitted on 17 December 2024, seeks approval for a 15-storey in-fill affordable housing building at 36, 38, and 40 Speed Street.

Project Overview

The development will transform the vacant 1,912sqm site into a modern residential complex. Located just 450 metres from Liverpool Train Station, the site offers excellent connectivity. The proposed building includes 69 apartments, with 27 designated as affordable housing. It also features three levels of basement parking, communal open spaces, and landscaped areas. This design aligns with the Liverpool Local Environmental Plan and Housing SEPP, which allow bonus provisions for affordable housing projects.

Building and Design Features

The building will reach 53.2 metres, which is higher than the standard limit but complies with the Housing SEPP’s 30% height bonus. Its Floor Space Ratio (FSR) is 3.74:1, also within the allowable bonus limits. Affordable housing will occupy 34% of the Gross Floor Area (GFA).

The design prioritises sustainability with energy and water-saving measures, which meet BASIX standards. It includes landscaped communal spaces, such as a rooftop area, podium gardens on Levels 1 and 4, and a ground-level landscaped setback. The plan will add 15 trees, including street trees, along with various shrubs and ground covers.

Parking and Access

The project provides 68 parking spaces in a three-level basement. These include residential, visitor, and adaptable spaces. Twelve bicycle spaces will also be available. A double driveway on Speed Street ensures smooth access for vehicles. Waste will be managed with a chute system serving all levels and private collection from a basement storage area.

Site Context and Location

The site is currently vacant and overgrown. It has a small shed-like structure that will be removed. Surrounding areas include residential and mixed-use developments to the north and west, a railway line to the south, and high-density residential-zoned land to the east. Key amenities such as Liverpool Train Station, Westfield Liverpool, and Liverpool Hospital are nearby, making this a prime location for high-density housing.

Environmental and Regulatory Considerations

The design considers its impact on the surrounding environment. Solar studies confirm that overshadowing impacts are minimal. The project meets building separation standards under the Liverpool Local Environmental Plan. Reports accompanying the application ensure compliance with regulations. For example, an acoustic report addresses noise impacts from the railway, and a stormwater detention basin will manage runoff. Traffic, geotechnical, and waste management reports also demonstrate that the development will not negatively affect the area.
