Plans Revealed for $200M Norwest Precinct

Mulpha Norwest Metro Development Pty Ltd has submitted a development application to The Hills Shire Council for an ambitious commercial project at 25–31 Brookhollow Avenue, Norwest. Lodged on December 6, 2024, the $200M+ proposal outlines plans for a cutting-edge commercial tower and a vibrant public plaza.

The site, located adjacent to the Norwest Metro Station, spans 9,428m² and is currently vacant. The development aims to transform the area into a bustling commercial and community hub, combining sustainability, accessibility, and innovation. The proposal aligns with SP4 Enterprise zoning under The Hills Local Environmental Plan 2019, supporting economic growth and employment opportunities.

Key Features of the Proposal

The proposed 11-storey commercial tower includes 15,665m² of gross floor area with office spaces, wellness and co-working areas, and a rooftop bar with an outdoor terrace. Retail spaces at ground level are designed to activate the streetscape, providing shopping and dining options. To support accessibility, basement parking will accommodate 162 vehicles, including provisions for electric vehicles and car-sharing spaces.

The public plaza will be a centerpiece of the development, featuring a landscaped 1,300m² area with dining spaces, seating, and greenery. Designed to improve pedestrian connectivity with the Norwest Metro Station, it will include 28 newly planted trees and a potential water feature, offering a vibrant space for visitors, workers, and residents.

Situated in the Norwest Business Park, the project is surrounded by key amenities such as Norwest Marketown and public transport options. It is strategically positioned to leverage the area’s walkability and transport connectivity, including direct access to the Norwest Metro Station.

The project also addresses community needs by incorporating traffic and pedestrian upgrades along Brookhollow Avenue. These enhancements include relocating pedestrian crossings, improving bus shelters, and widening footpaths to ensure safer and more efficient movement throughout the area.

The development places a strong emphasis on sustainability. Green roofs, landscaped balconies, and energy-efficient infrastructure are integral to the design. Additionally, the project incorporates eco-friendly features such as edible gardens and cyclist-friendly end-of-trip facilities.
