A $138.4 million mixed-use development at 7 City View Road, Pennant Hills, is proposed under the Housing Delivery Authority (HDA) pathway, comprising 146 apartments and approximately 3,319 sqm of commercial and retail floor space.

The State Significant Development application proposes two interconnected buildings ranging from seven to eight storeys, with a maximum height of 28.2 metres. The buildings would be constructed on a 6,476 sqm site currently occupied by a vacant commercial office building, approximately 450 metres walking distance from Pennant Hills Railway Station.

The development includes seven affordable key worker apartments to be provided in perpetuity. Four of these dwellings form part of an existing Voluntary Planning Agreement with Hornsby Shire Council, with the remaining three proposed as additional affordable housing.

The scheme provides approximately 20,154 sqm of gross floor area, an FSR of 3:1 and 236 car parking spaces across five levels of basement and podium parking. Communal open space, landscaped courtyards and rooftop gardens are also proposed.

Public domain improvements include a pocket park along City View Road and a publicly accessible pedestrian connection between City View Road and Boundary Road. The existing planning agreement also provides for a $450,000 contribution towards improvements in Pennant Hills Town Centre.

The proposal follows a site-specific amendment to the Hornsby Local Environmental Plan 2013, which permits residential development subject to a minimum commercial floor space requirement. The current application also seeks a variation to the maximum building height under the HDA pathway.

The application was lodged by EG Funds Management Pty Ltd, with Fender Katsalidis as architect and Gyde Consulting as planning consultant.
