Urban Digest

A residential development comprising approximately 1,222 apartments across six buildings is proposed at 7 Concord Avenue, 202 George Street and 67–93 Victoria Avenue, Concord West, under the Housing Delivery Authority (HDA) pathway.

The State Significant Development application seeks concept approval for six residential towers ranging from 10 to 45 storeys, together with detailed approval for the first stage of development. Stage 1 would comprise two towers of 39 and 45 storeys, delivering 612 apartments above a shared podium.

The proposal covers a 2.17-hectare site currently occupied by warehouse-style commercial premises and three dwelling houses. Located approximately 230 metres from Concord West Railway Station, the development would include internal roads, pedestrian connections, landscaped areas and future retail premises.

The application includes a concurrent rezoning of the site to R4 High Density Residential under the Canada Bay Local Environmental Plan 2013. The proposed planning controls would permit building heights up to 152.1 metres and a maximum floor space ratio of 5.28:1.

The development proposes 15 affordable housing apartments to be managed by a community housing provider in perpetuity. The masterplan also includes provision for a future road connection to Homebush Bay Drive, subject to separate approval, alongside flood mitigation works and public domain improvements.

The proposal follows a design competition undertaken in late 2025, with Warren and Mahoney selected as the architect for the development. Subsequent stages would be subject to future detailed development applications.

The application was lodged by UPG Concord Bay Pty Ltd, with Urban Property Group as developer and Beam Planning as planning consultant.
