411-Home Rouse Hill Development Approved

A $79.2 million amendment to an approved mixed-use development at 84 Tallawong Road, Rouse Hill has been approved, increasing the project to 411 apartments across six buildings of five to six storeys.

The State Significant Development application by LK Property Holdings Pty Ltd modifies three existing development consents for the 1.53-hectare site, adding 78 apartments to the previously approved 333-home scheme. Of the additional dwellings, 70 will be provided as affordable housing.

The completed development will comprise 17 one-bedroom, 350 two-bedroom and 44 three-bedroom apartments. The 70 affordable dwellings comprise six one-bedroom, 59 two-bedroom and five three-bedroom apartments and will be located within Building F.

The affordable housing will be managed by registered community housing provider Evolve Housing for at least 15 years.

Total gross floor area will increase from approximately 28,257 sqm under the existing approvals to 35,404 sqm. The site is not subject to a floor space ratio control.

The six buildings retain the footprints of the existing approvals but gain between one and two additional storeys. Approved building heights range from 17.79 metres to a maximum of 19.74 metres. The applicable maximum building height is 15.6 metres, incorporating the 30% height bonus available under the Housing SEPP for providing affordable housing.

The basement has also been redesigned, with parking reduced from 515 spaces under the existing consents to 500 spaces. The approved scheme provides 413 resident, 83 visitor and four retail spaces, together with 139 bicycle spaces.

The application was exhibited from 4 to 17 December 2025 and received 11 public submissions, comprising eight objections, two submissions in support and one comment. Blacktown City Council also lodged an objection. Issues raised included building height and scale, overshadowing, residential amenity, traffic, parking and landscaping.

Following exhibition, changes included the reduction in parking, revisions to basement loading and waste facilities, amendments to ground-level materials and the introduction of awnings to rooftop communal open spaces.

The proposal has an estimated development cost of $79.2 million and is expected to support approximately 450 construction jobs.
