$100m Randwick Tower on Exhibition

A $100.1 million mixed-use development at 123–139 Alison Road and 11 Elizabeth Lane, Randwick is on exhibition, proposing a 22-storey tower with 182 apartments.

The State Significant Development application by CP (RANDWICK) Pty Ltd seeks approval to demolish the existing buildings and construct a shop-top housing development comprising 182 apartments, ground-floor retail space, communal areas and five basement levels.

The apartment mix comprises 28 one-bedroom, 131 two-bedroom and 23 three-bedroom dwellings. Of the total, 27 apartments would be provided as affordable housing, comprising 12 one-bedroom and 15 two-bedroom dwellings.

The affordable housing would be managed by St George Community Housing for a minimum of 15 years from the issue of the relevant occupation certificate.

The development proposes approximately 18,166 sqm of gross floor area, including 17,556 sqm of residential GFA and 610 sqm of ground-floor retail space. The tower would reach 78.2 metres and achieve an FSR of 7.91:1.

A concurrent rezoning proposal seeks to amend the Randwick Local Environmental Plan 2012 by rezoning the R3 Medium Density Residential portion of the site to E2 Commercial Centre, increasing the maximum building height from 12 metres to 80 metres and establishing an FSR of 8:1 across the site.

At ground level, the scheme includes retail uses and a publicly accessible pedestrian connection between Alison Road and Elizabeth Lane. A pocket plaza is also proposed adjacent to the heritage terraces on Alison Road and Elizabeth Street.

The proposal was recommended for the State Significant Development pathway by the Housing Delivery Authority and formally declared SSD in July 2026. The earlier HDA proposal contemplated 177 dwellings before the scheme was developed to its current 182-apartment configuration.

The estimated development cost is approximately $100.1 million excluding GST. The EIS estimates the project would support around 200 full-time equivalent construction jobs and 25 operational jobs.

CP (RANDWICK) Pty Ltd is the proponent, with Gyde Consulting preparing the Environmental Impact Statement and FK responsible for the architectural design.

The application is on exhibition from 1 to 15 October 2026.
