A new integrated housing development has been proposed at 85 Windsor Road, Norwest, by SQG 85 Windsor Road Pty Ltd, with a development application lodged on 11 November 2024 with The Hills Shire Council. This $25 million project aims to transform the 1.072-hectare site into a vibrant residential community by subdividing it into Torrens and Community Title lots, ultimately creating twenty-three new homes in response to local housing needs.
This proposal is in alignment with the R3 Medium Density Residential zoning in the Balmoral Road Release Area, which has seen steady growth in medium-density housing. Located near public transport and local amenities, the project balances modern residential design with the area’s semi-urban charm. The development features a mix of two- and three-storey homes with four- and five-bedroom options, catering to diverse family sizes and lifestyle needs.
Development Details:
Key features of the proposed project include:
- Residential Lots: Fifteen Torrens Title lots with individual dwelling houses, along with eight Community Title lots, each with a separate home.
- Public and Community Spaces: Two additional lots set aside for community property and infrastructure.
- Road Access: Planned extensions to Stone Mason Drive and Hugh Kelly Circuit will improve site access, while provisions for future road widening include easements and necessary infrastructure.
- Amenities and Landscaping: The development incorporates stormwater systems, retaining walls, and extensive landscaping to enhance the local environment and maintain visual appeal.
The proposal also includes ample green spaces, road extensions, and landscaped areas, aiming to preserve the balance of urban and natural elements distinctive to the Balmoral Road Release Area.
Planning and Compliance:
The design complies with The Hills Local Environmental Plan 2019 and The Hills Development Control Plan 2012. The developer has undertaken environmental, heritage, and traffic impact assessments to minimise impacts on local ecology, heritage sites, and infrastructure. Native vegetation removal is limited to 1.04 hectares, with offset provisions for ecological protections and new plantings. A Remediation Action Plan (RAP) addresses minor contaminants on-site, including hydrocarbons and asbestos, to prepare the land for safe residential use.
