Major Housing Development Approved for Austral’s Growth Corridor

A residential development at 500 Bringelly Road, Austral, received approval on 22 November 2024. The Liverpool City Council approved the project under delegated authority. Developer Gary Yao will oversee the creation of new housing and infrastructure in this rapidly evolving area.

Details of the Proposed Development

The project spans 2.18 hectares and will deliver 56 Torrens Title residential lots, one Strata lot, and one residue lot for future development. It includes 44 attached dwellings, 4 semi-detached dwellings, and a studio dwelling. Preparatory work involves demolition, tree removal, dam dewatering, and site remediation. These steps will support the construction of housing and related infrastructure.

The development aligns with the urbanisation goals of the Austral and Leppington North Precinct. The area was rezoned for urban use in 2013 as part of the South West Growth Area initiative. Therefore, this project contributes to the precinct’s vision of diverse housing options supported by local infrastructure and services.

The project will proceed in four stages. First, the site will be prepared with bulk earthworks and civil works. Later stages will deliver housing and infrastructure, including roads, stormwater systems, and a temporary detention basin.

Reasons for Council Approval

Liverpool City Council approved the development after determining that it aligns with state and local planning frameworks. Specifically, the council noted the following reasons for its decision:

  • Compliance with Zoning Laws: The site is zoned R3 Medium Density Residential under the State Environmental Planning Policy (Precinct – Western Parkland City) 2021. This zoning allows for developments of this scale and density.
  • Alignment with Growth Strategies: The proposal supports the NSW Government’s South West Growth Area strategy, which aims to address housing shortages and provide infrastructure in the Austral and Leppington North Precincts.
  • Environmental Management: The developer provided a detailed plan to mitigate environmental impacts, including vegetation removal and dam dewatering, with remediation steps in place to address potential concerns.
  • Community Benefit: The development will provide much-needed housing diversity, supporting the growing population in Sydney’s south-west. Additionally, the inclusion of infrastructure improvements, such as roads and stormwater systems, benefits both the immediate development and the surrounding community.

The council also considered the development’s staging approach, which ensures the orderly progression of works while reducing disruption to the community.

Community and Environmental Impact

The proposal complies with the Liverpool Growth Centre Precincts Development Control Plan. It meets urban density and environmental protection requirements. Although the project includes vegetation and structure removal, the developer will implement mitigation measures to minimise environmental impacts.

Furthermore, the development supports Sydney’s South West Growth Area strategy. It will increase housing supply and expand infrastructure in this rapidly growing corridor. Additionally, the proposal contributes to a long-term vision for sustainable growth in Austral.
