The proposed Summit at Kemps Creek, a major industrial development costing $490 million (excluding GST), is now open for public exhibition. The public can review and comment on the proposal from 11 February 2025 to 10 March 2025. This project, led by ISPT Pty Ltd, will transform 706-752 Mamre Road, Kemps Creek into a logistics and industrial hub.
The site covers 51 hectares in the Western Sydney Employment Area (WSEA). The project includes a Concept Masterplan for eight warehouses and related infrastructure. The first stage focuses on three warehouses with a combined Gross Floor Area (GFA) of 79,263m². The application, SSD-30628110, can be viewed on the NSW Department of Planning, Housing, and Infrastructure (DPHI) website.
Project Details
The development will provide over 244,000m² of GFA across eight industrial buildings. Each warehouse will range in size from 17,621m² to 44,491m². The site also includes a dedicated freight corridor, stormwater systems, and internal road networks.
The first stage will involve:
- Construction of three warehouses with GFA of 79,263m².
- Clearing the site and demolishing existing structures.
- Performing bulk earthworks to prepare the land for future buildings.
This project aligns with the Mamre Road Precinct’s zoning and supports Western Sydney’s push to grow as a global logistics hub.

The Need for More Industrial Space
Sydney’s industrial land supply is under pressure. Vacancy rates are at an all-time low, leaving businesses with limited options. This project helps address that issue by adding significant industrial space to the market.
The Summit at Kemps Creek supports sectors like logistics, e-commerce, and warehousing. These industries are crucial for Western Sydney’s economy, especially with growing demand driven by online shopping and logistics needs.
Economic and Strategic Benefits
The development brings key economic and regional advantages, such as:
- Employment Opportunities: Over 2,000 jobs during construction and long-term operational roles.
- Improved Capacity: New warehouses will support logistics and transport businesses, meeting the market demand.
- Regional Growth: The project aligns with the Western Sydney Aerotropolis and WSEA, boosting the area’s reputation as a logistics hub.
Additionally, the project supports the 30-minute city vision. This aims to create more job opportunities close to where people live, reducing travel times for residents.
Stakeholder Engagement
ISPT conducted extensive engagement to gather feedback. This process followed guidelines set by the NSW Department of Planning and Environment. The activities included:
- Community Newsletters: Delivered to 476 residents and businesses near the site.
- Direct Stakeholder Meetings: Schools and local authorities discussed traffic concerns and proposed solutions.
- Consultations with Councils and Government Agencies: Transport for NSW, Penrith City Council, and other bodies reviewed the plans.
The discussions focused on traffic impacts, environmental concerns, and safety. ISPT proposed measures such as a new Southern Link Road (SLR) to address these issues.
Addressing Community Concerns
ISPT designed the project to minimise disruptions and address concerns. For instance:
- Traffic Management: Heavy vehicles will use Aldington Road during construction to reduce congestion on Bakers Lane. A dedicated freight corridor will keep industrial traffic away from school zones.
- Environmental Mitigation: The project will use a balanced cut-and-fill approach to avoid importing soil. Stormwater systems will manage drainage sustainably.
- Safety Improvements: Road layouts include clear separation of industrial and public vehicles, improving safety for all road users.
