A new seniors housing development has been proposed at 9 Gould Road, Claymore, NSW, by Homes NSW. Campbelltown City Council received the development application on 16 January 2025. This project forms part of the broader Claymore Urban Renewal Project, which aims to revitalise the area and provide diverse housing options.
Overview of the Development
The development proposes two buildings on a 6,360m² site. These buildings will house 40 independent living units for seniors, including 7 one-bedroom and 33 two-bedroom units. Additionally, the plans feature 23 parking spaces, with 4 spaces designated as accessible. The design integrates parking under the buildings to maximise landscaped open spaces. To enhance usability, the project includes communal areas, pathways, and extensive landscaping.
The project replaces older community service buildings, aligning with objectives to modernise Claymore and offer diverse housing options.
Context of the Proposal
This development is part of the larger Claymore Urban Renewal Area, an initiative approved in 2013 under a NSW Government Concept Plan. The renewal project seeks to replace over 948 ageing dwellings with approximately 1,490 new homes. This includes a mix of 70% private and 30% public housing, encouraging an integrated community. In addition, the project focuses on improving public spaces, roads, utilities, and community facilities.
By offering housing designed specifically for seniors, the development contributes to strategic goals. It is situated close to bus stops, parks, and community services, ensuring residents have convenient access to essential amenities. Furthermore, its alignment with the Western Sydney District Plan and Campbelltown Local Housing Strategy supports the region’s growth while addressing the needs of an ageing population.
Features of the Proposal
This proposal includes several key features:
- Accessibility: Units and communal spaces are designed to support mobility and usability for seniors.
- Landscaping: The plans include gardens, pathways, and landscaped boundaries. Mature trees on the site will be retained where possible.
- Convenient Location: The site is 3.2 km from Campbelltown Station and is close to bus stops, providing easy connections to transport hubs.
- Integration with Urban Renewal: This development complements the area’s ongoing transformation by replacing older housing and improving infrastructure.
Planning and Compliance
The proposal aligns with the objectives in the Campbelltown Local Strategic Planning Statement and Local Housing Strategy, which emphasise housing diversity. While it seeks to vary height and floor space ratio controls under the Housing SEPP, the design mitigates potential impacts through thoughtful integration with the site and surrounding area.
Additionally, the project incorporates measures to reduce environmental impacts. These include stormwater management systems and erosion controls. It also integrates crime prevention strategies such as surveillance, lighting, and clear signage to enhance safety.
