Major Tallawong Development Opens for Public Feedback

A major mixed-use development is planned for 23–27 Schofields Road, Tallawong. This State Significant Development application is currently on public exhibition from 4 December 2024 to 21 January 2025. Lodged by the Trustee for the Schofields Square Unit Trust, the proposal seeks to transform the vacant site into a vibrant hub of housing and retail spaces, including affordable housing options.

The Development Plan

The project proposes six residential flat buildings as part of Stages 2 and 3 of the Schofields Square precinct. Specifically, it includes:

  • 468 apartments, with 74 designated as affordable housing (15% of the total).
  • Neighbourhood shops on the ground floors of two buildings.
  • 578 basement parking spaces, ensuring sufficient capacity for residents and visitors.
  • A total gross floor area of 42,831 m², compliant with the allowed 2.14:1 floor space ratio (FSR).
  • 17,816 m² of landscaped communal open space, which will enhance the living experience.

Importantly, the proposal utilises bonus height and floor space under the Housing SEPP 2021 for developments incorporating affordable housing. Additionally, the site’s proximity to Tallawong Metro Station supports a sustainable, transit-friendly lifestyle for future residents.

Community Benefits and Sustainability

This project offers several key benefits to both the community and the environment.

First, it provides a mix of private and affordable housing to accommodate diverse needs and income levels. Furthermore, with on-site retail spaces, the development will reduce the need for residents to travel for essential goods and services.

The design prioritises sustainability, featuring stepped massing to reduce overshadowing and large setbacks for privacy. Moreover, it adheres to the Apartment Design Guide, ensuring high-quality living standards through effective ventilation, solar access, and communal green spaces.

As a result, the proposal supports NSW’s 30-minute city vision by integrating housing and retail near public transport, encouraging reduced car use and fostering local connections.

About the Location

The site at 23–27 Schofields Road lies within the Blacktown Local Government Area, approximately 4 km west of Rouse Hill Town Centre. It forms part of the North West Growth Area, a region earmarked for significant urban development.

Previously, three residential buildings were constructed under Stage 1 of the Schofields Square precinct. This application focuses on the remaining six buildings, which will complete the project. The site is currently vacant, but its strategic location near the Tallawong Metro Station and Schofields Road makes it ideal for mixed-use development.
