$40M Project Greenlit for Ingleburn Town Centre Transformation

The Sydney Western City Planning Panel has approved a $40 million mixed-use development at 14-20 Palmer Street, Ingleburn. A&M Group 1 Pty Ltd proposed the ten-storey project to meet the growing demand for housing and community facilities in the evolving Ingleburn Town Centre. The panel granted approval on 19 November 2024 after a thorough assessment of the plans.

This development will transform the 2,917m² site, which currently contains four residential dwellings. These dwellings will be demolished to make way for the modern mixed-use structure.

A Modern Design That Enhances Community Living

The new building will feature 102 residential apartments, including 17 affordable housing units. By including affordable housing, the project aligns with the State Environmental Planning Policy (Housing) 2021, which aims to deliver accessible and diverse housing options. The structure will rise to 33.8 metres, exceeding the local 26-metre height limit due to incentives tied to affordable housing provisions.

To further serve the community, the ground floor will provide space for a childcare centre, subject to separate approval. Residents will also benefit from communal facilities and landscaped areas. The building design includes 732m² of communal open space on the ground floor and rooftop, encouraging both social interaction and recreation.

Prioritizing Accessibility and Sustainability

With sustainability as a key focus, the development adheres to BASIX standards. These measures aim to reduce energy consumption and environmental impacts. Landscaped areas will provide natural shading and contribute to a greener urban environment.

Transportation has also been carefully planned. The three-level basement will accommodate 138 parking spaces, including 12 spaces for people with disabilities, and 25 bicycle spaces to promote active and eco-friendly commuting. Located just 650 metres from Ingleburn Railway Station, the project ensures easy access to public transportation options.

Reasons Behind the Approval

The Sydney Western City Planning Panel approved the project after determining its compliance with key planning controls. These include the Campbelltown Local Environmental Plan 2015 and the State Environmental Planning Policy (Housing) 2021. The panel identified several reasons for granting approval:

  • The proposal supports urban revitalization in Ingleburn, aligning with planning objectives for increased density.
  • Its inclusion of affordable housing directly addresses the need for diverse and accessible housing in the area.
  • The design integrates seamlessly into the local landscape, respecting the existing urban context.
  • Environmental studies confirmed minimal disruption to local traffic, noise levels, and vegetation.

Additionally, public feedback during the submission process did not raise any significant objections.

Environmental and Community Considerations

Environmental assessments highlighted the importance of protecting existing vegetation on the site. The project plans to remove select trees but includes measures for preserving others under the guidance of an arborist. These steps ensure that the development minimizes its ecological impact.

The design also prioritizes community well-being. Landscaped communal spaces will offer residents opportunities for leisure, while the childcare centre on the ground floor will provide a valuable service for local families. These features aim to create a balanced, community-focused environment.
